Gilleran Resigns From OTS
After more than three years as director, James Gilleran is leaving the OTS on April 29, 2005.
During his tenure, Director Gilleran supported the mutual charter
and worked to reduce the regulatory burden for OTS-regulated
institutions.

OTS Approves Request To Strengthen Bylaws
In March 2005, the Office of Thrift Supervision approved the
request of a mutual holding company to amend the company’s bylaws to
include a stronger version of the agency’s preapproved “bad boy”
bylaw.

Charter Choice Remains In The News
The right of credit unions to convert to a mutual charter
has continued to resonate within the industry in the wake of the
Credit Union Times
op-ed
written by ACB Second Vice Chairman Mark Macomber and Mutual
Institutions Committee Chairman Steve Swiontek
and the
attention given to the topic at ACB’s
Government Affairs Conference. CU Times Publisher Mike Welch
responded with an editorial rebutting ACB’s stance on charter choice,
and the American Association of Credit
Union Leagues (AACUL) announced it was creating a task force to deal
with the issue.
